ÖZET

Bu çalışma, sosyal belediyecilik anlayışının temel ilkelerini ve yerel yönetimlerin bu kapsamda üstlendiği sorumlulukları incelemektedir. Belediyelere düşen görevlerdeki artışın halkın ihtiyaçlarına doğrudan cevap vermesi açısından daha da önemli hale gelmiştir.  Sosyal belediyecilik, vatandaşların sosyal refahını artırmayı ve toplumsal dayanışmayı güçlendirmeyi amaçlayan bir yerel yönetim anlayışıdır. Vatandaşın insan onuruna yaraşır bir biçimde yaşamını sürdürebilmesi ve sosyo-ekonomik gücünün artırılabilmesi adına sosyal belediyecilik uygulamalarında dönemin gereklilik durumuna göre sürekli bir değişim göstermesi beklenmektedir. Bu bağlamda “Doküman analizi” yöntemi ile yürütülen bu çalışmada, öncelikle sosyal devlet, sosyal politika ve sosyal belediyecilik kavramları üzerinde durulmaktadır. Çalışmada Türkiye’de uygulanan sosyal belediyecilik faaliyetleri incelenmekte ve literatürde eksikliği hissedilen Samsun Büyükşehir Belediyesi özelinde uygulanmış olan sosyal belediyecilik faaliyetlerinin 2015-2029 yılları arasındaki stratejik planlara, 2019-2024 yılları arasındaki faaliyet raporlarına olan yansımalarını tespit etmek amaçlanmıştır. Böylece Samsun Büyükşehir Belediyesi’nin sosyal belediyecilik alanında yapmış olduğu hizmetlerin hedeflerini, çıktılarını ve sürdürülebilirliğini; belgelenen çalışmalar ışığında inceleyerek sonuç çıkarımlarında bulunulmuş ve yürütmekte olduğu uygulamaların yıllara göre ne oranda değişiklik gösterip verim alındığının  sonuçlarına ulaşılmıştır.

ABSTRACT

This study examines the fundamental principles of social municipalism and the responsibilities undertaken by local governments in this context. The increase in the duties assigned to municipalities has become even more important in terms of directly responding to the needs of the public. Social municipalism is a local governance approach aimed at enhancing the social welfare of citizens and strengthening social solidarity. To ensure citizens can lead lives worthy of human dignity and increase their socio-economic power, social municipalism practices are expected to evolve continuously according to contemporary requirements. In this context, this study, conducted using the “document analysis” method, primarily focuses on the concepts of the social state, social policy, and social municipalism. The study analyzes social municipalism activities in Türkiye and aims to identify the reflections of such activities carried out by the Samsun Metropolitan Municipality—a gap identified in the literature—within its strategic plans (2015–2029) and annual reports (2019–2024). Consequently, the objectives, outputs, and sustainability of the services provided by Samsun Metropolitan Municipality in the field of social municipalism were examined through documented data. The study concludes by determining the extent to which these practices have changed over the years and the level of efficiency achieved.
